As the budget squeeze from the state continues, the City of Stoughton is modestly increasing staffing and wages, as taxes will rise, along with the city’s property values.
City Council members approved the 2025 budget at its Tuesday, Nov. 12 Stoughton City Council meeting that would see the average Stoughton homeowner pay around $230 more in city taxes. The mill rate bumped up 5 percent to 6.8 per $1,000 of assessed value, which rose by 4.2% in the past year. The total levy of $12.2 million is up 9.5% from last year.
“We do have some challenges with the budget,” said Mayor Tim Swadley, providing a budget overview prior to the vote. “The spending limit imposed on us by the state of Wisconsin, we’re 13 years into this now … every year the budget gets more challenging to do.
“What's really contributed to the property tax increase is the rising property values, and a lot of that has to do with labor shortage, supply chain issues, the costs of materials as well as a housing shortage, which has really ratched up the prices when people are purchasing new homes.”
Swadley said when he and the council works with the city finance team and finance committee, the number one goal is always to maintain all current positions, which this budget accomplishes, as well as a 3% wage increase for all employees and maintaining the health insurance package.
“We like to be able to give an increase in wages to our employees,” he said. “Three percent is pretty average in Dane County right now, kind of modest when you compare what the costs are for each of us. We compete with other municipalities as well as the private sector for our employees, so health insurance is one of the tools that we use in order to keep people working here.”
The budget also adds a few hours a week to human resources staff, as well as a full-time firefighter/advanced EMT position, although that position is paid through EMS funding separate from the tax levy.
“The (human resources) department has been extremely busy the last several years and done a wonderful job of keeping us as close to fully staffed as we can possibly be,” Swadley said.
The budget has a “significant increase” in debt service on the city’s “credit card,” as Swadley put it, borrowing for 10- or 20-year bond notes.
“We’ve been really aggressive the last several years with road construction projects, including replacing the lead service lines and upgrades in the parks and trails systems,” he said. “We’ve had a fair amount of maintenance on our buildings, putting in high efficiency HVAC units and things like that.”
The council will have new leaders going forward with vice-president and District 1 Alder Brett Schumacher elected president, replacing Lisa Reeves, who moved out of the district last month. Jean Ligocki nominated Schumacher, who was unanimously elected. Regina Hirsch nominated District 4 Alder Patrick Butler for vice-president, and he was unanimously elected.
District 2 has a new alder to finish Reeves’ term after the board heard from a pair of candidates - Adrienne Nienow and Jordan Tilleson - and voted for Nienow, who was immediately sworn in. According to information in her appointment, she holds a Bachelor’s Degree in Science Communication from the University of Wisconsin-Madison and currently leads the Office of Research Impact and Outreach for the UW College of Engineering. Her term ends in April 2025.
