SUN PRAIRIE, Wis. (WMTV) - The Sun Prairie School Board released an independent investigation Tuesday following the arrest of a former high school dean, citing “several critical issues” with the district’s handling of allegations of sexual misconduct.

The Sun Prairie School Board said the investigation looked to determine if any school district employees were aware of inappropriate conduct, if any school district staff members failed to follow mandatory reporting laws when it came to suspected child abuse and if anyone violated any other laws or district policies.

The investigation follows the June 2025 arrest of Robert Gilkey-Meisegeier, who faces over a dozen charges that include child pornography possession and child sexual exploitation. He was also indicted on federal child pornography charges.

In the conclusion of the 23-page report, independent attorney Sam Hall Jr. stated the firm found poor investigative practices, a failure to recognize Title IX obligations and communication breakdowns.

The School Board stated that in addition to Principal Jennifer Ploeger being out of her position, Director of Student Policy and School Operations Bridget Kotarak is also not returning to Sun Prairie Area School District.

Hall stated in the investigation conclusion that Ploeger and Kotarak were both in the best positions to have properly investigated the accusations against Gilkey-Meisegeier.

The allegations of an inappropriate relationship between Gilkey-Meisegeier and a student started as rumors during the 2023-24 school year, and continued into the 2024-25 school year. Ploeger said in an interview with the independent attorney that there never was enough information coming from these rumors to start a formal investigation.

According to the report, Ploeger informally interviewed students, who could not substantiate claims with any proof. Ploeger never kept any record of these interviews and never looked through cameras, documents or texts, saying there was no proof of the claims.

The allegations escalated when an anonymous tip about alleged grooming and retaliation was sent to the district on April 3, 2025. Kotarak received the full tip in an email, while the district assistant superintendent Nicholas Reichoff received a general notice that a message was submitted.

Kotarak forwarded the tip to Principal Ploeger and the district’s director of human resources, Chris Sadler. The report states Kotarak had no further involvement in the investigation after forwarding the tip.

Ploeger and Sadler placed Gilkey-Meisegeier on leave immediately, according to the report.

Hall explained in the investigation findings that because Kotarak is the Title IX coordinator and was the first district official to receive an April 2025 tip about alleged abuse, Kotarak should have stepped in to lead the investigation instead of Sadler.

The report stated Ploeger’s involvement was limited to being in the interview with the alleged victim, her mother and Sadler.

Ploeger did not lead the investigation, saying she wanted to avoid appearing biased because Gilkey-Meisegeier was on her administrative team. She believed Sadler would be handling the investigation.

“While I found no evidence of malicious intent or mandatory reporting violations, the failures in judgment and process were significant and raise serious concerns about the ability of Ploeger and Kotarak to maintain credibility and effectiveness in their roles going forward,” Hall said.

The state Department of Public Instruction is investigating the educator licenses of Sadler and Ploeger. Sadler will remain at the district.

According to the report, Superintendent Dr. Brad Saron first learned about allegations and April tip involving Gilkey-Meisegeier on June 1. There was an emergency virtual meeting that day among senior leadership to discuss unfolding events about Gilkey-Meisegeier. Hall also noted that one of the two assistant superintendents knew about the April tip.

Hall recommended the Title IX office also be thoroughly reviewed and make changes to how it operates.

The independent law firm reviewed district policies and personnel files, training materials, emails, social media posts and more as part of the investigation. Attorneys also interviewed several district employees, students and parents. Overall, 50 hours of interviews were conducted.

In a statement, the Sun Prairie School Board said the wellbeing of students is its highest priority. It acknowledged the investigation took longer than many people expected, and said it wanted to ensure the community knew all necessary information.

“We recognize that the findings in this report and the accountability that arises out of it are complex for all of us,” the board said. “Any time an investigation has implications for so many careholders within our community, the impact is significant. The Board has decided to release this report publicly, as we know transparency is necessary to rebuild trust with our community.”

The Board noted there are legal limits to what it can share, so board members worked with legal counsel to be as transparent as possible.

Dr. Saron will lead the Chippewa Falls Area Unified School District for the 2026-27 school year.

Peggy Shoemaker will continue to serve as an interim principal at Sun Prairie West High School until further notice. The district will start the search for a principal this spring.
