SUN PRAIRIE, Wis. (WMTV) - The Sun Prairie Plan Commission rejected a newly proposed 134-acre development called the Derby District on Tuesday. The concept plan had hoped to build new apartments, stores, restaurants, senior living homes and hotels.

Proposed by Middleton-based developer T. Wall Enterprises, the project would transform the space along County Highway C and Windsor Street from commercial offices and farmland to mixed-use housing, commercial and institutional spaces.

Sun Prairie’s Plan Commission presented a report recommending that council members conditionally accept the proposal. The commission said it welcomed the ambition and scope of the project, but that parts of the plan were not consistent with other city projects and would need changes.

Presenters with T. Wall Enterprises said the 15 apartments they were proposing are what many people need in today’s economy.

“As we all know, it’s becoming a lot more restrictive to buy that single family home and we certainly want,” Fernando Escobar, development manager with T. Wall Enterprises, said. “Individuals that are graduating from the university and starting that first career job to have a place that they can be proud of - they can call home.”

But many of the dozens of people who showed up to Tuesday’s meeting said the project’s lack of single-family homes and addition of retail and restaurants would be out of place for the area.

“We have a downtown business district in Sun Prairie that we’ve spent literally millions on to improve and get people to eat, play, work, shop, in this area,” Sun Prairie resident Jule Cavanaugh said. “Why would we divert all of that business to northwest Sun Prairie so people will never see the downtown?”

The Sun Prairie commission unanimously rejected the concept plan.
